Zack Sionakides - Program Manager

As Traffic Safety Program Manager, Zack heads the program, manages 120+ instructors, sets the operational direction, and serves as chief contact official between CFPS and our clients.

Mr. Sionakides experience is in Project Management, General Management, Engineering and Operations Research. He previously served as a Senior Project Manager for Computer Sciences Corporation, on small crafts and boats (tugs, Naval Academy training vessels, Targets, etc.) acquisition and modernization. Mr. Sionakides has also served as a DOD Operational Research Analyst. Prior to that, Zack served in the United States Navy for 5 years, based in Norfolk, VA and on the USS Theodore Roosevelt in Sigonella, Sicily. He served as Maintenance Manager, supervising electrical technicians in the field of avionics.

He holds a Bachelor’s degree in Mathematics from Excelsior College, a Masters Degree in Business Administration from the University of Maryland and a Project Management Professional Certification from PMI.

Zack and his wife Giusi reside in Arlington, Virginia.

Kevin Krasner - Deputy Operations Manager

Kevin Krasner is the Operations Manager for the Navy and Marine Corps Traffic Safety Program. Mr. Krasner provides leadership, management, and operational oversight for all CFPS Regional Leads assigned to the Navy and Marine Corps Traffic Safety Program and directly supports the Program Manager in the operational execution of the Navy and Marine Corps Traffic Safety Program.

Kevin Krasner has over six years of experience in rider education and program management. Kevin began his career at the motorcycle dealership level. He soon shifted his career to the automotive industry, working his way from Customer Service to district wholesale, and then eventually landed in National Dealer Development. After four years in corporate automotive, Kevin joined the Motorcycle Safety Foundation (MSF) where he first served as Program Manager for the New Mexico Motorcycle Safety Program. In his six years at the MSF, Kevin prepared proposals for safety programs in West Virginia, Pennsylvania, and California. Kevin re-established West Virginia’s rider education program from ground up, securing new sites and delivery partners throughout the state.

Other major accomplishments at the foundation were the acquisition and implementation of California Department of Highway Patrol’s Motorcyclist Safety Program (CMSP) over the ten-year incumbent and securing a second contract term for PennDOT’s Motorcycle Safety Program. Prior to joining Cape Fox Professional Services Kevin was employed by famous off road legend Malcolm Smith as at his 40,000 sq. ft. multi-line dealership in Riverside, CA – as Service Director. Kevin joined Cape Fox in August, 2008 and Kevin’s knowledge of contracts combined with budget acumen and personnel management ensure program deliverables are met.

Kevin resides in Mission Viejo, CA with his wife and three kids. He is an MSF-certified RiderCoach, an avid motorcyclist (both street and dirt) with over 30 years experience, and actively competes in well-known racing events such as the Baja 1000.

Bobbie Carlson - Senior Technical Advisor

Bobbie Carlson has more than 30 years of experience in education; training; professional development; and program initiation. Carlson has taught high school English, Driver Education and Motorcycle Safety, serving as the Chair of the Driver Education Department. She was awarded Outstanding Educator Award at Clearfield Area High School and the Pennsylvania Governor’s Award for Traffic Safety for implementation of a high school Motorcycle Safety Program which provided academic credit to students.

Carlson also managed a state-funded Motorcycle Safety Training Program for Millersville University in PA, contracted to the PA Department of Transportation. She managed the Program Services and Training Standards Departments at the Motorcycle Safety Foundation (MSF) and assisted in the development of a national training curriculum for Motorcycle Safety and implemented that curriculum in 47 states over a two-year period. She also managed the Train-the-Trainer program while at MSF, as well as providing technical assistance for and riding in Motorcycle Safety training videos.

Ms. Carlson worked as the Military Liaison for BMT Designers and Planners implementing the Navy and Marine Corps Traffic Safety and Recreational Off-Duty Safety contract. In her current position as the Project Manager for Commercial and Agency Training, for Cape Fox Professional Services, Bobbie is responsible for European program implementation and provides professional development for safety instructors in the United States, Europe, Japan, and Korea.

Bobbie received a Bachelor’s Degree in Secondary Education from Penn State. Ms. Carlson is currently enrolled in the Adult Learning and Human Development graduate program, at Virginia Tech. She resides in Northern Virginia.

Hector Eide - Master Sergeant, USAF (Retired)-Master Trainer/QA

Hector Eide is the Lead Instructor for this program. He provides leadership, management, and development for all CFPS trainers assigned to the Navy and US Marine Corps Traffic Safety Programs and provides direct support to Program and Operation managers as the senior Subject Matter Expert.

Mr. Eide served in The United States Air Force for 21 years, retiring 2005. His assignments include Plattsburgh AFB NY, five tours in the Republic of Korea, five assignments on Guam, USA, and Luke AFB AZ. Hector distinguished himself during Operation DESERT SHIELD, DESERT STORM, PACIFIC HAVEN (Iraqi Kurd evacuation), and NOBEL ANVIL – the war in Kosovo. Hector’s career is as varied as his assignments. Previous jobs included baker, cook, IT manager, MWR Community Center Director, MWR Outdoor Recreation and Beech Director, Military Restaurant Manager, Combat Readiness and Training Superintendent, Mortuary Affairs Officer, Air Force Rider Coach Trainer, and Inspector General.

As a senior Instructor Trainer, Hector has trained DOD, state department, and civilian instructor trainers who conduct classes in traffic and supervisor's safety. Mr. Eide resides in Pooler, Georgia with his wife and son.

Gina K. Kim - Program Analyst

Gina Kim is responsible for overseeing the budget and expenditures to forecast and determine cost variance. She is also spearheading quality control of integrity of data, cost effectiveness, determine the internal investment (ROI) and provide customer satisfaction.

Gina offers many years of experience analyzing multi-million dollar underfunded pension plans for both the Public and Private sectors, i.e. Department of Labor and Wachovia Financial Services. She has over 13 years of quantitative and data analysis experience. Also while working for Department of Labor, PBGC, Gina was a Contract Officer’s Representative. She project managed many pension plans, recommended solutions and delivered products on time.

She holds a Bachelor of Science in Mathematics from Loyola College in Maryland and a Masters of Business Administration in International Business Finance from The George Washington University in Washington, D.C.

Emily Shaw- - Communications Editor

Emily Shaw is the Communications Editor for this Program. She develops and distributes communication products, such as press releases, newsletters, brochures, posters and fliers. She serves as the central advisor of marketing and promoting the contract program to the target audience.

Ms. Shaw worked in service industry management and banking before joining the Cape Fox Team in November of 2008. She holds a Bachelor’s Degree in Public Relations from West Virginia University. She resides in Northern Virginia.



Carly Garrett - Administrative Assistant

As Administrative Assistant, Ms. Garrett is responsible for providing administrative support for the contract program. These tasks include receiving and reviewing incoming documents for completeness, while coordinating and tracking required action for documentation. She also prepares invoices, supply and equipment requests, and serves as the point of contact for instructors in the field.

Prior to graduation from North Stafford High School, Carly was a part of the Civil Air Patrol Safety and Training Program, and was awarded the Wright Brothers Award. She was also certified as a landing zone coordinator for the Pegasus Medi-Vac helicopter.

Ms. Garrett began her career with Mid-Atlantic Teleradiology Inc., a digital dental radiography system. She is working towards a Bachelor’s Degree in Business Administration. She resides in Northern Virginia.

Timothy S. Jeror - Eastern Operations Manager, US and Europe

Mr. Jeror plays a key role in the implementation and management of Navy and Marine Corps Traffic Safety and Recreational Off-Duty Safety throughout the eastern region of the United States and Europe. He ensures that training is available to all personnel within the region, specifically those who operate a motorcycle or motor vehicle, managing all Navy bases and CFPS instructors within the region.

Mr. Jeror’s 20 year naval career was inspired by his older brother, the late Francis (Sonny) E. Jeror Jr. (USN Retired). His instructor experience began at Naval Air Station Jacksonville, as a Water Survival Instructor.

After his retirement in 2004, he briefly developed computer based training programs for the Navy prior to landing a position within the Traffic Safety Program at NAS Jacksonville in April 2005. Tim rides his pampered 2002 Kawasaki ZX-12R and is an avid sport bike rider. Tim has over 30 years riding experience.

He is working towards his Bachelor’s Degree in Computer Information Systems Specialist at Columbia College. He and his wife reside in Jacksonville, Florida.

Connie Policastro - Regional Lead, Naval Region Southeast

Connie Policastro serves as the Regional Lead for Naval Region Southeast, covering 6 states, 13 installations and 20 employees. She has been involved with the Navy’s Recreational Traffic and Motorcycle Safety Program for 4 years, conducting MSF classes and continuously creating current safety briefs and publications. Mrs. Policastro heads bi-monthly newsletters that are distributed and posted to Naval Air Station Jacksonville and Naval Safety Center’s websites and across installations Navy-wide. Her current and former certifications include Motorcycle Safety Foundation RiderCoach, Military SportBike RiderCoach, AAA – Driver Improvement Program Instructor, Northeast Florida Safety Council Instructor, ATV Instructor and Current Commercial Driver License (CDL class B).

Mrs. Policastro was born and raised in New York. She was a US Navy spouse for 23 years, and became MSF RiderCoach in Japan due to military needs during the onset of “Iraqi Freedom.” She was involved in Motorcycle Safety Foundation (MSF) curriculum development in Jacksonville Florida, and has traveled to several states and Cuba to fulfill training needs for the military.

Connie has been married for 23 years to CWO3 Retired Andrew Policastro. She and her husband have three children and one grandchild. She rides a 2002 Softail Deuce and 2007 Kawasaki ZX6R. Her hobbies include training, riding and sharing life saving tips every chance she gets.

John Rogers - Regional Lead, Naval Region Mid-West

John Rogers is currently the Navy Region Mid-West Regional Lead instructor supporting 13 states and 3 major installations for Traffic Safety Related Training. As a regional lead he oversees all automobile, motorcycle, specialty vehicles, recreational off highway vehicles, and traffic safety training education and simulator instruction to students at Navy Region Mid-West. He also provides a point of contact as well as provides technical guidance and safety information to executive level officials throughout Navy Region Mid-West. He also leads and mentors a very devote staff supporting the three major installations.

John is a native of Kansas City, Mo and a former Sergeant of Marines. He served in several commands across the continents the more notable ones were the 31st Marine Expeditionary Unit (SOC), MCB Camp Lejeune, and the MV-22 FIT, carrying out many roles to include the Protocol NCO for the Commanding General of MCB Camp Lejeune. He holds an Associate’s Degree from Campbell University focusing on Business and Information Technology.

John resides in Chicago, Ill.

Dan Moore - Regional Lead, Naval District Washington

Dan Moore is currently the Regional Lead Instructor for the Naval District Washington, which services the Metropolitan DC area, Virginia and Maryland. He currently has a staff of 4 instructors that teach an approximate 1300 students annually in the Motorcycle Safety Foundation’s (MSF) curriculum of Basic Riding Course, Experienced Riders Course and Military Sportsbike Riders Course.

Dan has been riding motorcycles since 1973, with over 135,000 accident free miles under his belt. After his retirement from the Navy and career of 10 years as owner and manager of his own home inspection company, in 2004 became a certified RiderCoach.

Dan resides in Charlotte Hall, Maryland. He has three children and two grandchildren.

John Gifford - Regional Lead, Naval Region Mid-Atlantic

John is currently assigned the Navy Region Mid-Atlantic TS-RODS Regional Supervisor, coordinating traffic safety courses to multiple geographically separated Naval Installations.

John Gifford was born and raised in Tennessee. After high school graduation, he enlisted in the United States Marine Corps. He served 20 years of continuous active service. During his tenure John had been awarded several campaign and personal awards. Since, John has obtained certifications as an MSF RiderCoach, a NAVOSH Mishap Investigator and as an AAA instructor after being assigned as his Command Safety Manager.

After retiring from active duty, John started his second career as a contractor teaching traffic safety courses for the Navy’s Traffic and Recreational Off-Duty Safety Program.

He is married to the former Linda Gay Kaboord and has three daughters; Paige, Margaret, and Kristina. They now reside in Chesapeake Virginia.

James Steenson - Regional Lead, Naval Region Northwest

As the Regional Lead of the Northwest United States, Mr. Steenson is responsible for delivering TS-RODS safety training for several Navy bases in this area. James comes from a diverse background including accounting, operations management, and IT management. He has been a motorcycle rider and enthusiast for 43 years and a Motorcycle Safety Foundation (MSF) and Washington Motorcycle Safety Program (WMSP) certified motorcycle safety instructor for 19 years. James is passionate about motorcycle and automobile safety. He is delighted to work with young Navy men and women in the effort to save lives and raise the level of riding and driving competency.

James attended Olympic College, located in Bremerton, Washington. He now resides in Puyallup, Washington with his wife and 2 children. His hobbies include motorcycling, traveling, and playing the guitar. In his spare time, James can be found straightening curves on a road somewhere west of the Rockies, on a racetrack honing his skills and having fun, or spending quality time with his family.

Andrew Kenefick - Regional Lead, Naval Region Southwest

Andrew Kenefick is the coordinator for all program training and employee management for Naval bases of the southwest, covering sites in Nevada and California.

Andy joined the Marine Corps in 1984 and served as automotive mechanic, mechanical/vehicle recovery technician and a logistics officer. In 2001, Andy started his motorcycle instructor career with Motorcycle Safety Foundation (MSF) certification in 2001, then as a Basic Rider Course (BRC) and Experienced Rider Course (ERC) RiderCoach in 2004, became a AAA/DIP certified trainer in 2005 and MSF SportBike RiderCoach in 2009. Andy has served has the San Diego Metro site manager for Traffic Safety and RODS, as well as the regional lead for this area since 2007.

Andy is an expert road racer and finished 8th in the Rookie of the Year race his first year of racing, and finished in the top 10 of all involved championship races. Andy resides in San Diego.

Jack Hughes - Regional Lead, Naval Region Hawaii (NRH)/Marine Corps Base Hawaii (MCB Hawaii)

As Lead for both NRH/MCB Hawaii, Jack overseas 3 Full time and 2 part time employees and works directly with the Safety offices of both bases to insure effectiveness of the program in Hawaii.

Mr. Hughes experience is in Law Enforcement, motorcycle safety and management. He previously worked at Pearl Harbor as a Motorcycle Instructor. Prior to this, he was in the Army Active Duty for 5 yrs, where he worked as a Military Police Officer at Schofield Barracks Hawaii. Combined with his 5 years Active Duty Navy term, where he worked on E-2C Hawkeyes as a Structural Mechanic aboard two Aircraft Carriers, USS Carl Vinson and USS Kitty Hawk. Between these opportunities in two different branches of service, Mr. Hughes has a wide range of knowledge in and of the military. He also served as a Police Officer in Bullhead City Arizona.

Jack and his girlfriend Karen reside in Honolulu, Hawaii.

Randy Mills - Japan and Korea Navy and Marine Regional Lead

Mr. Mills manages and operates the training program for both the US Navy & USMC. He is responsible for the effective training and management throughout Asia, an area that extends from Japan to the Indian Ocean for both the US Navy and USMC.

Randy was the first on the ground in Japan for the Cape Fox family under the Army’s ATSTP program,; he got the program off the ground in Oct. of 2006 and in Oct 2008 moved to the Navy & Marine side of Cape Fox where he put a team together to cover all the training requirements in Asia. Prior to joining Cape Fox Professional Services in October 2006, Randy spent 23 years in the Navy, retiring in 2005, stationed Millington TN, California and in Japan for nearly 18 yrs, Millington TN and California. He was the treasurer of the Chief Petty Officer Association, served as the Squadron’s Flight Deck Chief and Aviation Quality Assurance LPO.

Randy has more than 33 years of riding experience and 4 yrs as a motorcycle instructor. He is a native of Port Townsend, Washington, but now resides in Atsugi, Japan with his wife Chikage and sons Andrew and Justin. When he is not working, he enjoys the rides with friends in the mountains, R/C (radio control) Cars, fishing and camping.

Wallace Spencer Trevains III - Region Lead, Marine Corps Installation West

Mr. Trevains manages and operates the program training for the Western United States Marine Corps. He is responsible for effective training and professional management of several USMC installations in California and Arizona.

Wally has notable experience in Operations Management, Program Management, Quality Assurance and Control, Process Improvement, Safety and Crisis Resolution. Prior to joining Cape Fox Professional Services in September 2008, Wally spent 26 years in the Navy, stationed in Japan, Hawaii and California. He was the President of the Chief Petty Officer Association, served as Maintenance Department LCPO and Ship Superintendent.

Wally has more than 20 years experience being a motorcycle instructor. He is a native of Massachusetts, but is now living in Temecula, California with his wife Yukie and daughters Miyoko and Stephanie. When he is not working, he enjoys archery, cycling, fishing and golf.

Diane DeVivo - Regional Lead, Marine Corps Quantico

Ms. DeVivo heads all training for this program for the United States Marine Corps Headquarters at Quantico Virginia. She manages staff and instructors and is responsible for CFPS traffic safety training at this site.

Diane is retired from the U.S. Department of State where she served in a variety of management positions in the Bureaus of Consular Affairs, Diplomatic Security, and Administration. She was trained as a trainer by the State Department’s National Foreign Affairs Training Center, and continues to be a guest speaker at its retirement seminar when time allows.

Diane began riding motorcycles 10 years ago as a birthday gift to herself celebrating one of those “decade” birthdays and was asked to become a RiderCoach two years later. While teaching in the Virginia Community College system, she developed and implemented two new motorcycle courses, and assisted in developing a new way to teach the BRC curriculum. She is a member of the Fairfax, VA HOG Chapter; a member of LadyRider, Inc., a local women’s motorcycle club; a Quality Assurance Reporter for the Virginia Rider Training Program; Project Manager for the National Association of State Motorcycle Safety Administrators; and a regular presenter at Harley-Davidson’s All Girls Garage Parties.

Diane is a trained Life Coach, and an avid reader of science fiction including all things Star Wars. Her educational background includes a Bachelors Degree in Russian Studies from Beloit College (Wisconsin) and a Masters Degree in Public Administration from Harvard University. She lives in Northern Virginia with three cats, two motorcycles and over 150 Star Wars books.

Ray Howe - Regional Lead, Marine Corps Installations East

Ray Howe leads this program training and staff management for the majority of the United States Marine Corp Installations on the East Coast of the United States. He ensures that training is available to all USMC personnel within the region, specifically those who operate a motorcycle or motor vehicle.

Ray was born and raised around Harley’s and the American dream. Ray Howe is originally of Moundsville, West Virginia. He bravely served his country as a combat Marine for 20 years. His military career moved him to Jacksonville, North Carolina, where he decided to set roots with his wife and four children. After retirement from the United States Marine Corps, he pursued a career with his first true love, motorcycles. He became an MSF instructor and worked for several colleges around the Jacksonville area.
