Cape Fox Professional Services (CFPS) currently supports the National Guard Bureau with our Management, Administrative, and Professional (MAP) Services Contract. This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) Contract that currently has seven tasks under it.
1. NGB Counterdrug Management Information System (CMIS) and Counterdrug Budget Obligation and Planning (CBOP) System
CFPS provides a high level of business application database support to maintain and enhance the Counterdrug Management Information System (CMIS) through software design, testing, development, management support, telecommunications, management information, systems, and automated information systems. This task also includes help desk services supporting 2500+ users, 1000+ trouble calls, and documentation support. Additionally, CFPS provides business application database support to maintain and enhance the Counterdrug Budget Obligation and Planning (CBOP) system. These systems are web-based and accessible to users deemed authorized by the National Guard Bureau Counterdrug Program. The CMIS and CBOP support software are used in 54 states, territories and the District of Columbia. These systems require analysis of security requirements and upgrading, patching, and modifying to conform to the DoD Information Assurance Certification & Accreditation Process (DIACAP).
2 . NGB Counterdrug Information Technology (IT) Project Management Support
CFPS provides Information Technology (IT) Project Management Support and Services to meet mission requirements. We assist the program with information technology requirements in the conduct of daily operational, logistics and training programs integral to the Counterdrug Program. We provide IT related planning support by developing project plans, goals, and budgets. We identify resources needed and develop schedules and methods for measuring results. CFPS analyzes difficult IT related issues and recommends a course of action which may depart from previous approaches. We facilitate and provide strategic analysis for IT related projects. CFPS provides business recommendations and aid to technical personnel involved in development of data and configuration requirements. We develop technical and functional specifications for management information systems. We provide technical planning of IT projects and develop IT system and equipment recapitalization plans. CFPS develops and reviews estimates and estimating assumptions for IT project schedule, effort and cost using established estimating models, best practices and past experience. We perform requirements gathering for IT and management information systems. We assist and facilitate planning for future management information system requirements.
3. NGB Aviation Strategic Planning Support
CFPS is provides Aviation Strategic Planning Support to assist in the development of various operational., training and logistics programs integral to the RC-26 and Counterdrug equipped Army aircraft and to enhance performance of mission requirements.
CFPS provides expertise that develops and recommends equipment transfer and installation/modification plans from the current OH-58 aircraft to the future UH-72A Light Utility Helicopter. We analyze Counterdrug aviation operations and recommend changes to operations, flying hour execution and equipment that may be required for future operations. We develop equipment reclamation plans for existing aircraft to ensure Counterdrug funded systems are retained in the inventory after airframes are retired. CFPS experts participate in the annual Counterdrug Army Aviation and RC-26 program review meetings. We provide analysis and evaluation of aviation program requirements and perform strategic studies and provide recommendations of aviation program requirements.
4. NGB Counterdrug Strategic Planning Support
CFPS provides Strategic Planning Support and Services to assist the program with current and future strategic planning requirements in conducting daily operational, logistics and training programs integral to the Counterdrug Program. We provide expertise in developing short and long term project plans. We assist in identifying resources needed and developing schedules and methods for measuring results. CFPS analyzes difficult planning issues and recommends a course of action which may depart from previous approaches. We project future allocation of Counterdrug resources through the study and analysis of driving forces such as threat, customer needs, emerging technologies and internal/external micro- and macro-environments. We provide business recommendations and aid to personnel involved in development of strategic plans. CFPS performs program planning research and provides expert advice on strategic planning. We assist and facilitate planning for future missions and research and analyze possible solutions to meet organizational requirements.
CFPS also facilitates and provides strategic analysis for projects. We analyze illicit drug trafficking trends and provide recommendations for appropriate Counterdrug mission response. We research and provide recommendations for partnering relationship with High Intensity Drug Traffic Area (HIDTA) centers and assist and facilitate future program reorganization. We analyze market trends, conditions and technological advances to develop solutions for response to illegal drug activities. CFPS provides threat-based analysis of Counterdrug strategic plans and provide recommendations for increased effectiveness. We assist with creation, submission and implementation of State Plans strategy. CFPS provides advice and policy recommendation to the staff and field related to intelligence activities, information sharing, and legislative issues. We analyze and assess current program effectiveness and unit readiness and recommend expert solutions for improvement.
5. NGB Substance Abuse (SA) Project Manager
CFPS provides daily support in matters relating to the NGB J3 CD Substance Abuse Program (SAP), Prevention, Treatment and Outreach (PTO) and partner agencies. The CFPS SA Project Manager attends various conferences and meetings, speaks at key events, teaches at SAP seminars and provides technical writing support as required to support SAP staff with required program documents. Our SA Project Manager also assists SAP by conducting visits to required states that are implementing the PTO program. The CFPS SA Project Manager demonstrates expertise in the following areas:
- Program Management
- PTO initiative
- Substance abuse prevention, treatment, brief intervention methodologies, relapse prevention
- Mental health promotion, prevention, disorders, treatment and resources
- Internal National Guard resources
- Federal, State and Local resource knowledge
- Training and Facilitation
- Fiscal awareness
- Process Improvement
- Team Building, Collaboration and Partnership development
6. NGB Substance Abuse Program (SAP) Subject Matter Expert (SME)
The CFPS SME will provide services in support of SAP and provide the following:
- Develop a curriculum manual adapted for the Guard for training, certify groups identified by SAP on the aspect of Team Readiness and develop measures for evaluation the Team Readiness and PTO efforts.
- Conduct training to certify PTO Prevention Coordinators to teach Team Readiness Training Modules.
- Conduct training to certify PTO Prevention Coordinators as certified trainers of Team Readiness Training Modules
- Develop measures for Team Readiness and PTO efforts and as such assist NGB SAP Program with programmatic PTO outcomes and accountability efforts.
- Attend meetings, conferences or trainings as tasked by the NGB SAP.
- Provide technical assistance and coaching as directed by the NGB SAP Section Chief.
7. NGB Drug Demand Reduction (DDR) Subject Matter Expert (SME)
The CFPS DDR SME must speak at key events, teach at DDR seminars and provide technical writing support as required to support DDR staff with required program documents. The CFPS DDR SME also assists the DDR Program by conducting visits to required states that are implementing the Stay on Track (SOT) program. This includes assisting the states in preparation for the upcoming 2008-2009 school year and writing a SOT year end review. Our DDR SME demonstrates expertise in DDR and SOT theory and specific evaluation methodologies to measure the effectiveness of the SOT for the DDR program. This will include assisting the DDR Program with implementing specific evaluation methodologies.
